UN Security Council Endorses Trump's Gaza Initiative

A UN Security Council has supported a plan presented by Donald Trump for achieving a durable ceasefire in Gaza, featuring the deployment of an international stabilisation force and a eventual route to a independent Palestine.

Broad Support with Notable Abstentions

The resolution was adopted by a tally of 13-0, with both China and Russia abstaining. America's representative Mike Waltz addressed the council chamber that it set “a new course in the area for both sides and all the people of the area alike”.

Compromise Language on Independence

The inclusion of mentions to an sovereign Palestinian state was the concession the United States agreed to for backing from the Arab states, who are likely to provide stabilisation troops for the international stabilisation force (ISF).

“The transitional arrangements that we begin today must be executed in adhering to international law and respecting Palestinian self-determination,” James Kariuki stated.

Netanyahu's Resistance Continues

Nonetheless, on the brink of the council decision, leader Netanyahu restated his administration's firm resistance to the establishment of a Palestinian state, casting doubt on whether Israel will accept the execution of the Council-backed plan.

Central Components of the Resolution

  • Prompt removal of ongoing restrictions on relief supplies into the territory
  • Establishment of an multinational peacekeeping unit
  • Progress on restoration and a eventual “route to Palestinian sovereignty and nationhood”

Ambiguous Language and Requirements

The inclusion to independence was a compromise addition to an original American proposal which excluded it. But the language is unclear and conditional, promising only that once the Palestinian Authority has undergone changes and the rebuilding of the strip is progressing, “the circumstances may eventually be in readiness for a realistic route to Palestinian self-determination and statehood.”

International Reaction

The wording fell far short of the definite pledge to the building of a sovereign Palestine alongside Israel desired by Arab and Islamic states, as well as European delegates, but in addresses to the council after the decision, delegates from those nations said they were prepared to accept the compromise in the benefit of continuing the current truce and immediate measures to provide for and safeguard the over two million Palestinian people in Gaza.

“Algeria has finally decided to endorse of this resolution, a measure that we support its primary aim, namely the preservation of the truce and the creation of circumstances allowing the Palestinians to assert their basic entitlements to self-determination and nationhood,” Algeria's representative announced.

Implementation Challenges

The resolution grants overall oversight authority to a “stabilisation committee” led by Donald Trump, but of unspecified participants. This committee has to inform the international body but it is not bound by the desires of the United Nations or by the PA.

It also calls for the formation of a Palestinian technocratic committee that is supposed to run routine management of the territory and the distribution of aid, but it is far from clear who would take part.

Stabilisation Team Mandate

The authority of the ISF authorizes it to remove and dissolve militant organizations in the strip, but it is quite ambiguous that possible sending countries would agree to attempt to engage such organizations. No country has to date pledged to sending peacekeepers.

Furthermore the criteria for modification of Palestinian leadership, the precondition towards steps to Palestinian statehood, have been vague.

European diplomats said they viewed it as pressing that the identities of the specialized group to provide utilities was settled as quickly as possible.
